It is true that the actual conference calling service is free to you and the other participants because you won’t need to pay a fee for an account. However, not paying a fee for an account also restricts you from providing a toll-free number for other participants to use to dial in to the call. Everyone involved in the conference call will be required to use a long distance number to access the conference connections.

Therefore, a fee will be required in order to pay the normal long distance rate that each caller’s long distance carrier would charge for the length of the call. The conference calling service itself is “free” but there are still expenses involved.
